India on the U.S. Major’s List for Fentanyl

In the latest Major’s List (2025) sent to the U.S. Congress, President Donald Trump flagged 23 countries, including India, Pakistan, China, and Afghanistan, as major sources or transit hubs for illicit drugs, especially fentanyl.

1. Understanding the Major’s List

Purpose: Identifies countries that, due to geography, trade, or industry, contribute significantly to global narcotics or precursor chemical flows.

Note: Inclusion does not necessarily reflect poor counternarcotics performance; some countries like Afghanistan, Bolivia, Myanmar,
Colombia, and Venezuela were cited as having “failed demonstrably” in meeting international obligations.

2. Fentanyl: A Deadly Synthetic Opioid

  • Developed in the 1960s for severe medical pain relief.
  • Potency: ~50 times stronger than heroin; 2 mg can be fatal.
  • Leading cause of opioid overdose deaths in the U.S. (~57,000 deaths from Aug 2023–Aug 2024).
  • Seizures: DEA seized enough fentanyl in 2022 for 379 million lethal doses.

3. Why Regulating Fentanyl Is Difficult

  • Synthetic nature: Lab-made using precursors like NPP & 4-ANPP.
  • Precursors have legitimate uses, making regulation tricky.
  • Small amounts yield large quantities; easy to ship and produce in clandestine labs.

4. Fentanyl Supply Chain

  • Production: China & India produce key precursors.
  • Processing: Mexican cartels convert precursors into fentanyl powder/pills.
  • Smuggling: Mainly into the U.S. via the southwest border.

5. U.S. Response

  • Legal & Trade Measures: Indian firms (Raxuter Chemicals, Athos Chemicals) charged for exporting precursors. Arrest of executives, visa revocations.
  • Tariffs: 25% on Canada/Mexico (later suspended), 10% on China (ongoing).

Domestic Measures in U.S.:

  • DEA seizures, crackdown on trafficking networks.
  • Naloxone distribution & awareness campaigns.
  • Expanded addiction treatment programmes.
